This is an automatic broom trimming & flagging machine, which is a popular model among broom manufacturers.
Please note that trimming and flagging are controlled by separate switches. Sometimes "flagging" is not applicable to some broom models with cheap filaments, thus operator just need switch off the "flagging" function, when it's not needed.
